Simply a strange photo

The cover photo the White House used on the link to last week's President Obama weekly address is an odd choice.

Why a shot of the president looking up, perhaps into space?

Does he see something no one else does? Is this designed to suggest divine guidance?

Is he being interrogated? Maybe taking instructions from a puppet master?
