Another Obama emergency prep executive order

The latest new executive order from President Obama, announced Friday, deals with emergency communications. Among other things, the president wants a plan in place that would allow reallocation of radio frequencies during an emergency.

Parts of it actually read a lot like a previous executive order first written in 1984 and amended in 2006. But the earlier order, now revoked, differentiated between wartime and non-wartime emergencies. A distinction between war and not-war is apparently not made under the Obama replacement.
