Blueberry shake down?

In Oregon, it's reported highly perishable blueberry crops were held hostage by federal order until targeted growers signed consent decrees and forked over hefty penalties in connection with alleged labor law violations.

Consent to government demands and pay up - or face financial ruin by mounting a defense as your produce rots before your own eyes.

Is that how justice is supposed to work under the Constitution?
