Then we're told the military is training for overseas deployment.
Are local police going to deploy with 'em?
If the government wanted to do something specific to make people more paranoid, send more folks out seeking additional personal arms and ammo, it might do something like this.

Update: This isn't the first high profile military exercise in the Miami area. Coconut Grove was "under seige" last May.
