No one is coming to your rescue

Came across this nugget inside a 2013 FEMA disaster preparedness video directed toward the disabled:
"I would say prepare as if no one is coming to rescue you, because in a moderate to large event, no one is coming to rescue you any time soon." - Richard Devylder, US Department of Transportation
If it can't come to the aid of the disabled, what level of government disaster assistance should everyone else expect?



The video, part of a series posted on YouTube more than two years ago, shows just over 47-hundred views as of this writing.
