Off the hook once again

Via the UK Daily Mail:
The FBI has announced it will not make any changes to its July decision on Hillary Clinton's emails, meaning the Democratic nominee will not be charged.  
So what's in play here?

Based on the dynamics and disclosures to date, this smacks of a political decision not to shift through potential evidence, for fear of what might be discovered.

Might help Clinton short term. But what's the impact longer term on the legitimacy of the U.S. government?

    She will skate, and her shameless myrmidon supporters will cheer despite what it will do to the rule of law. I am seeing a point where there will be bullets rather than ballots affecting change.
